Andrew has experience of tender writing, financial viability assessments, business cases, project development and management, construction supervision, and both strategic and statutory town planning policy settings and approval processes. Andrew has worked in local and state government (the then DHHS in Victoria), in private town planning consultancies in Melbourne, London and Glasgow, as well as with three of the Registered Housing Associations in Victoria (Community Housing Ltd, Housing Choices Australia and HousingFirst). He has provided expert evidence at VCAT and at Public Local Inquiries in the UK.

KEY ACHIEVEMENTS

BUSINESS DEVELOPMENT

Considerable experience of successful bid team coordination and tender writing resulting in the approval of over $300 million in federal, state and local government funding for social and affordable housing projects over the last 12 years.

PROJECT DEVELOPMENT AND MANAGEMENT

In depth experience and knowledge of project facilitation and assembly with numerous stakeholders and funding sources. Project delivery management, consultant engagement and budget monitoring, and construction supervision experience.

TOWN PLANNING ADVISORY

Extensive experience and knowledge of both strategic and statutory planning process, including assessments of development potential, highest and best use analysis and advice on potential for incorporation of social and affordable housing components within development projects.

DEVELOPMENT VIABILITY ASSESSMENT

Ability to evaluate, from a financial perspective, potential development sites and proposals for market, sub-market, built to rent, social and affordable housing and specialist disability accommodation.
